Your PC is simply not any better than its components and thus optimizations can only take you some of the way to the stable FPS every player desire.
Let's run over the minimum requirements at first. This is what you at least should own to even run and play the game without major issues.

First things first is to set the in-game settings correctly and lower everything possible.
Next the Steam launch options should be set with settings that'll force the game to run with special settings.
These settings that can't be set within the game.
|-refresh 144||Enables 144Hz. Should only be used if a 144Hz monitor is owned.|
|-malloc=system||Windows will handle game's memory allocation.|
|-USEALLAVAILABLECORES||The game will utilize all available cores fromn the CPU.|
|-sm4||Use DirectX10 instead of DirectX10. Will eliminate minor blur details in the game and give you an advantage and FPS boost.|
Maximum allowed allocation of memory (RAM). Allows the game to allocate more memory the higher its set.
Use -lowmemory if your PC has below 8GB of RAM.
There's a couple of quick decision that yields a great FPS boost.
Setting the overall prefence to Performance as done below under "3D Settings -> Adjust image settings with preview".
